Stops the machine now, then releases the lease. Needs no body and no fence. Retry it until it succeeds.

note: "nothing_held" means there was nothing to stop. If Stop or Release cannot be confirmed, the answer is an error that still carries stopped, attempts and status, and further motion is blocked (rt_core_inhibited) until a Stop succeeds.
