List the changes monitors have proposed

Lists the proposals that monitors created when they fired: which monitor, which day, what it wants to change, and when it expires. Free. Use when: the user asks what their alerts have proposed, or after an alert email mentions a pending change. Do not use when: the user wants every pending write, including the ones they asked for in chat — that is list_pending_proposals. Nothing here has been applied. Approve one with manage_action after the user says yes to that specific change.

Idempotency-Keystring

Optional 8-128 character key. A successful envelope is cached for 24 hours; replaying the key with the same arguments returns it again with Idempotent-Replayed: true, and replaying it with different arguments answers 409.
