Dq Flagged Activities

Activities with a pending DQ flag.

Uses the canonical _DQ_FLAG_STATUSES predicate with COALESCE(status,'active') so NULL-status rows are correctly included. Returns a real total count (not capped at limit) so the frontend can show pagination.
