Admin Backfill User Places

Backfill geo_places / user_places from existing location data on users, activities, and venue_registry.

dry_run=true (default) — returns a preview count, writes nothing. dry_run=false — applies the backfill. Calls Nominatim at =1 req/s so may take several minutes for large datasets.
