Bulk Update Checklist Settings

Bulk-updates settings across all checklists under a given job category + job status pair — not across arbitrary checklist uids. Only two fields are bulk-settable: checklist_view_type and prefill_checklist; at least one must be present. Emits a job_checklist.update notification so other subsystems pick up the change going forward.
