Get Dispatch Board Pending Jobs

Lists jobs needing dispatch: unassigned-and-due-or-scheduled-in-window, or unscheduled, within a non-terminal status, for the given date range (defaults to today if either date is omitted). No role-based scoping — returns company-wide results regardless of requester's role. Count is capped at 500 (the error message text says 1000, a known copy-paste inconsistency in the API).
