Update Customer Favorite Technician

Adds or removes a favorited technician for a customer. type=ADD is rejected with 409 if the exact user+team pair is already favorited (idempotency is enforced as an error, not a no-op); type=REMOVE returns 400 if the pair isn't currently favorited.
