Create a shared budget

Creates a daily shared campaign budget (explicitly_shared: true, standard delivery) that several campaigns can draw from. A lifetime budget returns 422, like every Google budget. Google refuses some bidding strategies on a shared budget; that error surfaces when a campaign is moved onto it.
