Retry Intake

Re-queue a failed row from its staged bytes — no re-upload (202).

An already-active row is returned unchanged (idempotent); a row that already routed is a 409, since re-running it would duplicate work it has already done.

Accountant/owner (ZCT-257): a retry is a fresh billed analysis.
