Delete Failed Intake
Remove a failed queue row that cannot be retried (Lane N-ingest).
The way out of a dead end (empty or damaged archive, an unsupported type, expired bytes): the person uploads a different file, and this takes the old row out of the queue and the work list instead of leaving it for the 30-day retention sweep. 409 unless the row is failed or if it has member rows; 404 missing / 403 out of scope.
