Resolve Intake

Answer a needs_input row and re-queue it (202).

Only reachable for a row the probes could not decide; the user's kind overrides the probe outright. source_system is required (and registry-validated) for a journal import; fiscal_year is an optional hint for an accounting document. 409 when the row is not awaiting input, 422 on an unpickable kind or unknown system.

Accountant/owner (ZCT-257): answering the probe re-queues the document, which is a fresh billed analysis and lands the result in the books. The row is loaded first so the gate has a company_id — the same scoped 404/403 split get_intake uses.

document is the plain Item outcome (an invoice that is not yet classified, a letter, a contract — anything the Documents surfaces own). archive marks a .zip parent whose children carry the real routing. unknown is the pre-routing default and the needs_input resting value.
