Put Gl Fixed Asset Activation

Activate/deactivate one asset for a fiscal year — accountant (or admin).

A deactivated asset does not depreciate in that year (the gate lives in the repo, so the orchestrator sweep honours it too). 404 for an unknown asset; 409 once the year's review is finalized — reopen it first.
