State of one fiscal year's fixed-asset inventory review (J6).

finalized seals that year's per-asset activation decisions — further activation writes are refused until an accountant reopens the review. It deliberately does NOT gate depreciation: the year-end review corrects the inventory, it does not release the calculation (the orchestrator has been posting depreciation monthly all year).
