Reject Bank Account Ownership

Reject a pending or grandfathered account — deletes it + statements/entries.

Admits held (pending) accounts and grandfathered ones (needs_ownership_review). 409 for declared/reviewed-confirmed accounts or when entries are already reconciled/linked (defensive — unlink first). Accountant/owner (ZCT-257) — this deletes the account and every statement and entry under it, which is the most destructive route in this router.
