Cut out again every asset the active pictures use, as an image job.

Adds new derivatives; nothing reviewed is overwritten. By default skips assets whose current cutout a person approved or uploaded (assets_to_recut), so a processor upgrade never quietly undoes review work — pass only_unreviewed=false to include them (they still keep their approved cutout as current). scope=white takes only the cut-outs the white knockout made, which the model's replace (decision 235). scope=review takes the Needs review list, each picture not yet cut out with the review model, and cuts them out with it on the fine worker (decision 255): 409 review-model-off where the deployment has none. With a body's asset_ids it takes those pictures instead, the ones a person selected (decision 256). Either leaves out what a batch of it has in hand; behind one under way it waits its turn (waiting).
