Recheck Images

Re-verify the company's stored images against their origins now.

The same selection the worker runs after every published import: every reference whose asset was checked more than IMAGE_RECHECK_MIN_AGE ago (or never), plus every referenced or failed one. Each queued download is conditional, so an unchanged picture costs one request.
