Resume Verification Session

Resume an expired, abandoned, or image-quality-rejected session with a fresh capture URL.

For completed sessions rejected due to image quality, this clears the old documents and verification artifacts so the user can re-upload photos while preserving consent, user info, OTP verification, and document type selection.
