Update audience feature toggles for a cohort

Toggle participant and/or coach features ON or OFF. When OFF, all audience-facing emails (except calendar invites) are suppressed, the audience is redirected out of the app, and surveys are not scheduled.

When false, suppresses coach emails, blocks coach app access, stops survey scheduling

When false, participants cannot use the app. Participant emails continue without links into the app. Has effect only when participant_features_enabled is true.
