List Call Changes

Resumable latest-state feed of completed calls, in revision order.

Without a cursor, backfills all matching calls. Drain next_cursor pages, durably queue results, then save checkpoint for the next poll. Keep the filters unchanged. In-flight writers are deferred, never skipped. Repeated writes coalesce; this is not an audit log. External Langfuse changes and deletions/filter exits are not emitted. Fetch bundles to assess readiness.
