Accept an application (poster)

Up to the group size (EXCHANGE_BOARD_LIMIT group_full); EXCHANGE_PAIR_NOT_ALLOWED when the applicant cannot be in this group. Accepting the last place starts the exchange: the post then comes back started with its exchangeId. From the account's own session only (EXCHANGE_ACCOUNT_REQUIRED) and with current consent to the exchange terms (EXCHANGE_CONSENT_REQUIRED). 404 while EXCHANGE_BOARD_ENABLED is off.
