Render a wireframe preview image (PNG)

Renders the PocketBase wireframe_states record id (with its components) to PNG. Read with the unauthenticated server PocketBase client; does not use the share token. Falls back to SVG when PNG conversion yields nothing, and to a generic VoltPlan SVG (shorter cache) when rendering throws. Any lookup failure answers 404.
