Render a wireframe preview image (SVG)

Renders the PocketBase wireframe_states record id (with its components) to SVG; image references point at NEXT_PUBLIC_BASE_URL or the request origin. Read with the unauthenticated server PocketBase client; does not use the share token. Rendering errors answer a generic VoltPlan SVG with a shorter cache. Any lookup failure answers 404.
