Forecast accuracy status (status unvalidated until metrics are validated)

Sentinel rolling accuracy and calibration are returned only when the upstream metrics_validated flag is true. Otherwise it returns 200 with status unvalidated, metrics_validated false and metrics null (a held status, not an outage; Cache-Control: no-store); these metrics do not describe the separate shutdown-risk model. The adaptive-conformal coverage route GET /v1/sentinel/calibration/aci answers the same held status (200, status unvalidated, metrics null, available false).
