Requires tools:write. Deprecated compatibility API; unchanged behavior and legacy scope. Migrate to delete_action, actions:write. Use actionId=http:<toolId>; diagnosticId=logId. New grants must be explicitly approved. No retirement date is assigned. See /api-docs/actions-api#tools-migration.
