Record that a central-staff viewer opened this queued alarm

Called when an alarm's review page opens. Stamps the FIRST open only and never overwrites it; every later call answers with the original viewer. Feeds the "By site" queue's "+N NEW" badge and its wait clock, which count from the oldest clip nobody has opened. Owners and monitoring managers count as viewers (unlike claims). Advisory: nothing here gates a disposition. Customer-side callers stamp nothing and receive null. Requires review_label_alarms and tenant scope (out of scope is 403, unknown is 404).
