List an event's operator-drawn missed-person boxes

Every active (non-deleted) box on this event, oldest first -- every staff caller's boxes, not just the requesting operator's. Staff-only (require_central_staff + review_label_alarms) and tenant-scoped (ensure_event_in_scope: out of scope is 403, unknown is 404).
