Commit Continued Clip

Ingestor only (X-API-Key). Record the uploaded continued clip on the alarm and refresh its card on open consoles. s3_key must equal the event's derived clips-continued/ key (422 otherwise). Idempotent: a repeat commit is 200 and changes nothing. 404 for an unknown event.
