Start Manual Campaign Video Render

Queue a manual render.

The manifest and overlay are validated here so bad input fails immediately with a 400 the editor can show inline, rather than becoming a job that fails minutes later. The render itself runs in the worker because it can outlast both the load balancer's idle timeout and the browser's request timeout.
