List Deletable Campaign Targets

Every removable target under the dashboard's current filters.

Same read gate and same filter semantics as /campaigns/dashboard, so "Select all N" is the N the page shows minus the rows it cannot act on. Newest first, capped at 5000; truncated says the cap was hit and total is then a floor.
