Invalidate Account

Invalidate a user account (dev-only endpoint).

Prefixes the user's email with invalidate_ and sets is_active=False, preventing further logins while preserving the user record for audit.

Idempotent: retrying with either the original email or the already- prefixed form resolves to the same record and ensures is_active=False.

Safety guard: if the user has a Stripe subscription that is neither cancelled nor paused (via pause_collection), the request is rejected with 409 so the caller explicitly pauses or cancels billing first.
