List Unreconciled Pgstream Deployments Endpoint

List setup-state connectors that have live K8s pgstream deployments but no persisted engine_config.pgstream_deployments entry.

This is the ARD-1430 operator view: health-row coverage cannot see a Deployment whose name was never stored on the connector, so this endpoint asks Kubernetes directly for bounded pages of setup-state connectors. Pagination is over the connector page; unreconciled_count is the filtered row count within that page.
