Dependency readiness — wired to k8s readinessProbe.

Runs the checks in gather_readiness_checks. A failing gating check returns 503 with a JSON body listing every check; K8s pulls the pod out of the load balancer so callers see 503 immediately rather than waiting on a backend that can't actually serve them. This endpoint makes no third-party vendor API call; see GATING_READINESS_CHECKS in app/health.py for what it checks and why.
