Update an instance to the fleet's current build

Cold-restarts the owner's instance onto the fleet's current build ("update to latest"). One instance only; the orchestrator rolls it back to the build it had if the new one fails to come up. Use the updateAvailable field from the instance list to decide when to offer it.
