Get OAuth tokens for an integration (one-time handoff, encrypted)

Returns tokens from the handoff cache and removes them. Call once after OAuth connect; subsequent calls return 404. Request body must include key (client encryption key, raw 32-byte string, base64, or base64url). Response is success and data.encrypted (base64 ciphertext of accessToken, refreshToken, expiresAt).
