Validate Endpoint

Diagnostic endpoint — app backends can use this to verify their JWT_SECRET pull from Secrets Manager matches the platform's. Returns the decoded claims on success. Not part of the steady-state hot path (apps validate locally via tintin_platform_sdk.validate_token).
