Complete Brand Onboarding

Mark the current user's brand onboarding as finished and, if the email is not yet verified, send the signup OTP.

Idempotent on User.onboarding_completed. Does not require every profile field — the wizard may leave optional fields empty. Billing country must already be locked (via location → country on PATCH).
