Get Transfer Options

Where the caller may move credit from and to, and how much can go out.

Sources: the caller and every identity they own (never a connection). Destinations: the same, plus their connections (my_connections) that are not blocked either way. Built from the functions POST /api/billing/credits/transfer enforces (transfer_policy.transfer_options), and the Move credit card renders only this.
