Get Agent Balances

The balance that actually pays for each owned agent + burn/runway.

TOS-7302: balance_usd is the balance of whoever is charged for the agent's turns (its primary owner under the default owner_pays), not the agent's own wallet, so the card's funding state matches the charge. caller_pays agents are omitted: their callers pay. paid_by_you says whether that payer is the viewer; when it is not, the row carries only the funding state, never another person's amounts (see :func:agent_balance_payload).
