TOS-7105: did the proactive resolution-notice program help?

Delivered/read/reply rates come from request_resolution_notices' own timestamp columns; opt-outs and "any update?" status checks come from product_events. status_checks_by_reporter_week is tagged before_launch/after_launch against the feed's own backfilled_at (unknown if the feed has not backfilled yet), which is the "ask fewer 'any update?' questions after launch" signal.
