Delete User Note

Delete your private note on another user.

Hard delete. Owner-only via the author_id filter. The target user is unaffected — they never knew the note existed.

Auth required. Rate limit: 30 user-note writes per hour per user. Returns 204 on success, 404 if the target user doesn't exist or no note exists for this (author, target) pair.
