Smpp Dlr

DLR callback from our SMPP gateway (Jasmin). Accepts a JSON body, a form body, or query params (gateway-dependent): provider id under provider_id|message_id|id, status under status|dlr_status|message_status|stat, bind name under bind|transport. When SMPP_DLR_SECRET is configured the gateway must send it as the X-DLR-Secret header — an unauthenticated caller must never be able to forge delivery state.
