Register Wallet

Register a PUBLIC address for the account (method external | agent_generated). Secret key material in ANY field is refused by the guard — an agent-generated wallet's seed never transits this API. Registering a wallet also completes a pending mint-on-payment session, if one exists, and resumes its parked payment.
