Verify or lock a quote before payment

Runs the final verification step for a quote before payment. Quotes that require verification are locked before payment. If live pricing reports a price increase or decrease, this endpoint returns HTTP 409 with structured price-change details so the caller can refresh and ask the user to confirm before payment. Quotes that do not require prebook return status not_required.
