Verify or lock a quote before payment

Live inventory verification step. Call this after quote selection and before creating a booking/payment. Quotes that require final verification return locked, while quotes without a prebook phase return not_required.

Idempotency-Keystring

Reuse a stable key when retrying the same request. Keys are scoped to the integration and operation for 24 hours; reusing one with a different body returns HTTP 409.
