Generate Teacher Pedagogy

Generate teaching strategy and refresher questions for a lesson.

This is Phase 2 of the lesson generation pipeline. It:

1. Parses the teacher's intent (calls Phase 1 internally)
2. Searches IM curriculum for reference material
3. Generates teaching strategy for BOTH conceptual and procedural lessons
4. Generates refresher/prerequisite check questions
