Issue Reservation

Admin-only: generate a reservation token for a signup email.

Returns the raw token (shown once). The admin is responsible for triggering the welcome email with the raw token (see tandem.api.mail.send_welcome_email). Token-generation and email-send are deliberately separate so we can re-send the link without creating a new reservation, and so email delivery failures don't leave the table in an inconsistent state.
