Bulk-clear the delivery log

Deletes every delivery attempt record for the tenant matching the optional binding_id / destination_id / status filters, the same filters as the list route (no filters clears the whole log). This is a deliberate admin cleanup: dead-letter rows referencing a deleted item are de-linked, not removed. Requires an organization-scoped API key.

Rows are removed in bounded batches for a fixed time budget per request; a large log answers remaining: true with the count removed so far, and the caller repeats the same request until it answers remaining: false.
