Delete a delivery destination

Deletes the destination and ORPHANS the bindings routed to it: each is deactivated, stamped last_status: destination_deleted, and keeps every other setting with destination_id: null. Re-point such a binding with PUT /v1/delivery/bindings/{id} (destination_id is required on that update) and set is_active: true to resume. The destination's delivery history is deleted with it.
