Handle sigmamind post-call completion webhooks.

TODO(verify-with-key): sigmamind signs its webhook with the x-webhook-signature header (HMAC-SHA256 over {timestamp}.{raw_body}); wire the verifier in _process_self_serve_provider_completion once the shared secret is confirmed. SIGMAMIND_COMPLETION_EVENTS is a tolerant guess.
