Bland Webhook

Handle Bland AI post-call completion webhooks.

Bland's per-call webhook field (stamped in BlandService.create_phone_call) delivers a payload when the call ends. TODO(verify-with-key): the completion payload's event-field vocabulary is unconfirmed against a live key. BLAND_COMPLETION_EVENTS is a tolerant set mirroring the other self-serve providers.
